Déjà Vu? Since the implementation of the Comprehensive Peace Agreement (CPA) between Khartoum and the Sudanese People’s Liberation Movement/ Army (SPLM/A) that established the Government of South Sudan at Juba, border and land disputes have characterised relations between South Sudan and Uganda. These disputes between border communities and the two countries underscore the need to revisit the notion of nation-statehood based on arbitrary colonial boundaries. In its issue of 25 October 2011, the Sudan Tribune reported South Sudan accusing Uganda of tampering with international boundary markers between the two countries that extended Uganda’s northern frontiers by tens of miles into South Sudan. This is the border area between Magwi County in Eastern Equatoria State of South Sudan and Lamwo District in northern Uganda. The Museveni dictatorial regime has shown for the last 22 years that they care less about the welfare of the Acholi people, but to the contrary are sworn to their destruction in the concentration death camps where multitudes have perished. By actively pushing for the agenda of the Amuru land grabbers under the guise of sugarcane investors, Achana has shown that he is politically naive, culturally suicidal and selfishly opportunistic.
Once Madhvani and Museveni have achived their objectives, were they allowed to do so, Achana would then be discarded like many others before him who once sat and ate at the high table. Museveni cannot be trusted given his track record for years in Acholiland. Ironically the more Museveni, Madhvani and nameless other investors carves out fertile Amuru and Acholi land for their own, the less relevant Achana and all the Rwodi become. What use is a Chief to a dispossed, homeless and landless people, especially when the Chief himself was involved and benefited from the diabolical process against his own people?
Museveni and Madhvani are engaged in exploiting Achana's political and moral weakness induced by economic need as a backdoor to the Amuru land, having been rebuffed by the elected APG and the Amuru Government representatives and the consensus of the Acholi nation as a whole. This in itself speaks volumes to the charater of the people Achana is dealing with,in a government sworn to uphold and defend the rule of law, while they themselves use shady methods to achieve their objectives. Not surprising, this seems to be a well known pattern with the Museveni dictatorial regime, going at any length, legal or illegal to get what they want, regardless of what the people and their elected representatives, the APG says. This is a one man dictatorial military regime, and is as bad as it can get, and has never been a democracy by any stretch of the imagination.
Achana can still redeem himself by deferring all polically induced matters of land, beyond his expertise and comfort zone to the elected APG and the Amuru Government and the consensus of the Acholi peope, and secondly work with the APG, the Acholi at home and the disapora for a funding mechanism for the institution of Rwot outside of the patronage of the atrocious Museveni regime whose motives towards Acholi are known.
Achana needs no reminder that he should be busy spearheading and working with other partners and Rwodi to get the the Acholi people from the damned camps to their respective villages, to a settled normal productive lives where the Acholi culture can freely blossom and flourish.
